Happy 20th birthday to DeCA, patron savings
Beginning in October, the Defense Commissary Agency will celebrate its 20th birthday. Commissary customers can get in on the fun, too, with plenty of savings, said the agency's sales director.
"Our industry partners play a very large part in DeCA's 20th anniversary celebration," said Chris Burns, sales director. "They're offering great pricing and exceptional savings worldwide for this event; and they will also be donating some of the proceeds from commissary sales to well-known charities and nonprofit organizations."
Throughout the months of October and November and continuing into the winter, DeCA's industry partners will be hosting many in-store promotions - everything from shopping-spree giveaways to super-discounted holiday turkey coupons.
Overseas stores may have substitute events for certain promotional programs. Customers are asked to check out their local commissary's schedule for the following super sales events:
- Campbell Soup Company and Acosta Military Sales are supporting the Wounded Warriors Project by donating part of their sales proceeds.
- The J.M. Smucker Company and Overseas Service Corporation created "Crisco Cares," sending part of their sales proceeds to a base-supported charity.
- Buitoni pasta and Nestlé will award $5,000 in commissary gift cards.
- The H.J. Heinz Company will award $15,000 in commissary gift cards.
- Webco and ConAgra Foods will offer in each commissary $750 in turkey gift certificates as giveaways.
- General Mills will give away $20,000 in commissary gift cards and also distribute more than $2 million dollars worth of coupons for designated products.
- In recognition of National Breast Cancer Awareness Month in October, commissary shoppers will see pink ribbon images on specially marked packaging and pink store displays promoting discounted products.
- October is also National Disability Employment Awareness Month. Customers will find various Skilcraft items offered at greatly reduced prices. This promotion supports Skilcraft's efforts to employ and train more than 42,000 people who are blind or have other severe disabilities.
- In honor of Veterans Day (Nov. 11), Pfizer, Kimberly Clark, Ocean Spray and Beiersdorf will donate a portion of their sales proceeds from stateside commissaries to the Wounded Warrior Project from Oct. 1 to Nov. 15. Shoppers should check their local stateside commissary for special displays and product discounts.
- With football season in full swing, Mott's and Dr Pepper are offering shoppers a chance to go to the BCS Championship Game at the Superdome in New Orleans, Jan. 9, 2012. The VIP prize includes round-trip airfare for two, hotel, pre- and postgame parties, VIP tickets to the game, ground transportation and more. Two trip packages will be awarded stateside; and overseas, two Blu-Ray Surround Sound Entertainment Systems, one in Europe and one in the Far East.
- Football is also the theme of Kraft Foods' offer of a military tailgating coupon and recipe booklet for upcoming big-game events. Customers will see military-specific booklets in their local commissary in October. Kraft is also promoting its "Huddle to Fight Hunger" program whose mission is to help feed those in need. Look for special store displays with coupons and recipes designed by celebrity chefs Pat and Gina Neely, stars of "Down Home with the Neelys" on the Food Network Channel.
And, because shoppers always feel it's safe to venture into their local commissary, Burns recommends that they "beware" of the stores' "spooktacular" displays throughout October. "We are encouraging our shoppers to visit their commissary first for their Halloween candy and party supplies.
"Beyond Halloween, we will have various special events worldwide throughout fiscal 2012," he added. "Our customers will see special in-store banners, displays and the commissary's colorful new promotional signage, which indicates even lower prices on hot, new items that go beyond our everyday savings."

Del Bueno recalls Queso Fresco Casero Cheese
Del Bueno is recalling all 16-ounce packages of its Queso Fresco Casero Fresh Cheese because it may be contaminated with Listeria monocytogenes, an organism that can cause fatal infections in young children, the elderly or others with weakened immune systems, according to a Department of Defense All Food and Drug Activity message sent Sept. 19. ALFOODACT messages originate from the Defense Logistics Agency's food safety office.
The recalled product is known to have been sold in retail markets in Washington state, according to the DoD food safety message.
The Defense Commissary Agency has publicized the ALFOODACT to all its stores, said Chris Wicker, a food safety specialist for the Defense Commissary Agency headquarters at Fort Lee, Va. Whenever a commissary has a recalled product in its inventory, the product is immediately removed from store shelves.
"We know that at least one of our DeCA deli operations located in Washington state carries the recalled product," Wicker said. "Fortunately, this is a very targeted recall and only affects a limited number of stores in Washington."
The recalled cheese is packaged in round, clear plastic and stamped on the back with the "Sep 14, 2011" code date.
Listeria infection can cause miscarriages and stillbirths among pregnant women, the DoD food safety message said. Symptoms range from high fever, severe headache, stiffness, nausea, abdominal pain and diarrhea.
Commissary customers can return the recalled products to the place of purchase for a refund.
For more information about food safety alerts and product recalls affecting military commissaries, go to the Food Safety section on www.commissaries.com.
ConAgra recalls mislabeled cases of popcorn
ConAgra Foods is recalling a limited number of 20-count cases of Act II Halloween MiniBags Candy Corn Flavor popcorn because they were mislabeled, according to a Department of Defense All Food and Drug Activity message sent Sept. 13.
ALFOODACT messages originate from the Defense Logistics Agency's food safety office.
The ingredient statement on the box containing the mini bags states "Orange Lake" as the food colorant, but it should have indicated "Yellow 5 Lake, Yellow 6 Lake." These colorants are also known as "FD&C Yellow No. 5" and "FD&C Yellow No. 6" respectively.
As a result, military commissaries have removed all lot codes of the product from their shelves. The affected product, Act II Halloween MiniBags Candy Corn Flavor popcorn, is sold in 20-count packages of 27.16-oz. mini bags.
"It is possible, but rare, that FD&C Yellow No. 5 may cause itching and hives in some people," according to a ConAgra Foods statement. The Food & Drug Administration requires all products containing Yellow 5 be identified on their labels so that consumers who are sensitive to the colorant can avoid it.
No other Act II-brand products are affected by this limited voluntary recall. There have been no reported cases of illness.
Commissary customers can return the recalled products to the place of purchase for a refund. For more information, consumers can call 866-518-4177.

Low cost, no hassle, family-friendly meals
By Kay Blakley, DeCA home economist
Most cooks would agree that weeknight family meals need to be on the table fast, with a minimum of effort on the cook's part. As few dirty pots and pans as possible to clean up after the meal is a necessity, too. If those requirements take the form of high-calorie, low-nutritional quality, heat-and-eat choices most weeknights at your house, learn how easy it is to do better with this week's recipe collection.
Most are one-dish wonders that range in calories from a low of 273 calories per serving to a very respectable 433 per serving. Most use common, inexpensive ingredients like lean ground beef, rice and pasta, plus a few healthier convenience items like frozen veggies and refrigerated (or frozen) ravioli, plus light spaghetti sauce. One recipe, Papaya, Black Beans and Rice, comes from the dietitians at Naval Health Clinic Hawaii. It was the featured dish at a Dietitian's Kitchen "tasting" at Pearl Harbor Commissary September 16.
So, take your pick of these six recipe choices, head to your commissary and save money on needed ingredients, and get cookin'.
Papaya, Black Beans and Rice
Slow Cooker Potato and Double-Corn Chowder
Countryside Pasta Toss
Cheeseburger Crescent Bake
FREQUENTLY ASKED QUESTIONS
Question: I've heard that commissaries overseas can accept coupons for up to six months after the expiration date. How can I donate expired coupons to military families stationed overseas?
Answer: While overseas commissaries may accept coupons in conjunction with a purchase up to six months after their expiration date, they are unable to accept and distribute mass donations of coupons. Other organizations on overseas installations may be able to accept them, however; please contact the Family Support Center on an Air Force base, the Army Community Service Center on an Army base or the Fleet and Family Support Center on a Marine Corps or Navy base for more information.

Caffeine: What's the Buzz?
Janine Reinholtz, Contributing Dietitian
Shaw Air Force Base, S.C.
If you love your A.M. pick-me-up of coffee, your lunchtime soda and your mid-afternoon energy drink, you are not alone. Most of the world's population consumes caffeine in one form or another, but like most stuff, you can have too much of a good thing.
Sensitivity to caffeine is individual; depending on the quantity and frequency of intake as well as body weight, anxiety level, pre-existing medical conditions and interactions with prescription medication. For most adults, 200-300 milligrams daily - about two or three cups of coffee - is acceptable, but if you are pregnant or breastfeeding, refrain from caffeine altogether. Also, if you have medical illness, it would be wise to decrease your intake of caffeine.
Caffeine stimulates the body, causing increased blood pressure and heart rate; and when used in moderation, caffeine may improve performance after a sleepless night. Therein lies the caveat: Overuse of caffeine may interfere with sleep. Since it takes about three or four hours for the body to eliminate caffeine, sleep will be affected if consumed too close to bedtime. Other negative effects of caffeine include: anxiety, nervousness, headaches, difficulty concentrating and upset stomachs; not to mention it is also a diuretic, which may cause mild dehydration.
Caffeine is in coffee, tea, chocolate, carbonated beverages, most energy drinks and some over-the-counter medications. It is better to slowly reduce your intake of caffeine rather than to quit cold turkey, so that your body can adjust.
To help cut back on caffeine consumption, consider these ideas:
- Mix regular and decaf coffee
- Drink one less energy drink per day
- Brew your tea for less time
- Have a latte, containing more reduced-fat milk than coffee
- Keep a cup of water next to your caffeinated beverage and alternate between sips
- Substitute full-strength coffee with decaf
- Drink caffeine-free sodas
For those of you who are looking for the increased energy that caffeine provides, get it naturally! Stay hydrated with water, milk and 100 percent fruit and vegetable juices. Eat healthfully, get plenty of exercise and sleep seven to nine hours each night.
For more information about caffeine and your health, please visit the American Dietetic Association's website: www.eatright.org.
